U.S. Tungsten Strategy Links Mining, Conversion, Manufacturing and Procurement

The United States committed US$450 million to a tungsten platform spanning mining, ammonium paratungstate conversion and component manufacturing. During the same week, Hemerdon began processing ore, Rwanda entered a state backed tungsten venture and Los Santos secured a long term offtake route for tailings retreatment. Canada assembled investment and project pipelines, Europe proposed a common raw materials buyer and several mines and plants crossed operating thresholds.

What this week says

Six readings from the evidence

01
Tungsten supply is being assembled through several institutions
Public equity, mine restart, state ownership, tailings retreatment, customer offtake and government procurement appeared around the same mineral during one week.
02
Canada is building an investment and partnership pipeline
The Summit created visibility for 63 mining and metals opportunities. Marathon assembled project finance, Ontario outlined processing support and Canada proposed deeper cooperation with Europe and Norway.
03
Startup, ramp up and commercial production are distinct stages
Mesabi entered startup, Hemerdon began processing ore and Hammerdown crossed a declared commercial production threshold after a defined operating test.
04
Processing and qualification remain the connection to customers
Zanaga moved into bulk metallurgical validation, IperionX tested continuous titanium processing and Malmbjerg completed fieldwork for engineering and future pilot work.
05
Buyers and regulators are shaping who may control mineral assets
Europe proposed a common raw materials buyer, issued objections to a nickel acquisition and Greenland announced a security agreement whose investment provisions remain unpublished.
06
Public authority and accountability remained part of execution
Federal assessment began at Berg Copper, a Saskatchewan screening decision remained limited to one potash module and Nigeria opened an inquiry into deaths in custody after mining arrests.
Weekly reading: this week made the distance between public strategy and dependable supply easier to measure. Capital and contracts moved closer to mines, plants and customers, while operating performance, legal control and public legitimacy remained separate conditions.
01

Tungsten supply

Four jurisdictions advanced different parts of the same supply problem

No single announcement created a complete tungsten chain. Together, the developments reached capital, mining, processing, customer demand and government procurement.

United States · Elmet US$450M

Public equity and procurement

The investment is intended to expand domestic manufacturing, restart APT conversion and coordinate allied sourcing.(APT:hydrometallurgical refining process that transforms raw tungsten ore concentrate into Ammonium Paratungstate)

United Kingdom · Hemerdon Ore processing

Mine restart enters production

The plant is processing tungsten and tin ore while throughput, recovery, quality and costs remain to be demonstrated at steady state.

Rwanda · Almonty 25% state equity

Existing material and processing rights

The platform combines state ownership, a concession, a mobile processing licence and potential collection from licensed producers.

Spain / Austria · Los Santos Take or pay

Tailings linked to an integrated smelter

A minimum 1,720 tonnes of contained WO3 (tungsten trioxide) secured a route to market before the Los Santos processing plant restarts.

The Los Santos agreement includes index linked pricing with a floor and a conditional US$3 million payment. It creates a commercial route, but production, plant reactivation and first delivery remain ahead.
Reading Tungsten supply is being built through the combination of capital, operating assets, processing rights, customer contracts and public demand.
What follows Elmet closing and drawdowns, Hemerdon operating data, implementation in Rwanda, Los Santos reactivation and the first contracted deliveries.
02

Canada and project conversion

Canada connected project visibility, finance and international cooperation

Investment Summit 63 opportunities

Mining and metals led the prospectus

Inclusion creates visibility for investors but does not constitute approval, financing or a final investment decision.

TD Bank Group C$150B

Five year financing commitment

The commitment includes critical minerals and resources alongside several other sectors and financing activities.

Marathon C$1.3B

Construction stack assembled

The package combines public and private capital, equipment leasing, streaming and a proposed Glencore processing route.

Canada / Norway Joint mapping

Public geology before project pipelines

The geological surveys will exchange expertise and cooperate on critical minerals mapping as a basis for future projects.

Canada also proposed a minerals and processing partnership with Europe. The Summit closing announcement reported nearly C$500 billion in economy wide commitments. Neither amount should be treated as a mining allocation.
Reading Canada has widened the pipeline around its mineral base. The project level evidence will come from due diligence, binding capital, purchase agreements, construction decisions and operating delivery.
What follows Marathon closings and board sanction, Ontario documentation, Summit mandates and project level outcomes from the European and Norwegian partnerships.
