UK and Germany complete Kensington Treaty ratification
British Prime Minister Andy Burnham and German Chancellor Friedrich Merz finalised ratification of the Kensington Treaty through an official exchange of documents in Berlin on October 8. The treaty was signed in London in July 2025. It establishes a wider bilateral framework for cooperation on security, technology, economic relations and other shared priorities.
On the same date, the governments agreed to deepen cooperation against cyberattacks, sabotage and other hybrid threats to critical infrastructure. They also announced an Industrial Tech Corridor to connect AI and critical technology companies with industrial demand. Quantum research support will increase to a combined €19.5 million. A dedicated technology roundtable is planned for later in the autumn; a separate space cooperation memorandum remains a future objective.

U.S. Treasury targets 17 vessels in Iran related shadow fleet action
The U.S. Treasury announced sanctions on October 8 against 17 vessels that it identified as part of a network transporting Iranian crude oil, petroleum products and petrochemicals. The action also targets companies and intermediaries associated with the vessels. Treasury described the measures as part of Operation Economic Outcast, which focuses on restricting Iranian petroleum revenue and associated sanctions evasion channels.
The vessels operate through owners, flags and management structures spanning several jurisdictions. According to Treasury, they have carried Iranian cargoes to markets including South and East Asia. The designations were imposed under Executive Order 13902, a sanctions authority covering Iran’s petroleum sector. Treasury asserted that its campaign had significantly disrupted the fleet; the immediate operational impact on shipping volumes was not independently established in the announcement.

Japan and Philippines sign oil security cooperation statement
The Japan International Cooperation Agency and the Philippine Department of Energy signed a Joint Statement on Oil Security Cooperation on October 8, alongside the Asia Zero Emission Community ministerial meeting. The agreement places petroleum supply resilience within a bilateral cooperation framework involving stockpiling policy, institutional development and technical assistance.
The planned work includes analysing Philippine petroleum demand and stockholding systems, developing recommendations for legal and operational arrangements, and building technical capacity. JICA also intends to share Japanese experience through expert missions, seminars and training. The initiative is linked to the broader POWERR Asia energy resilience programme.

United States and Zambia sign five year health partnership memorandum
The United States and Zambia signed a five year bilateral Health Cooperation Memorandum of Understanding on October 8. The U.S. State Department described a US$2.49 billion partnership consisting of approximately US$1.52 billion in planned U.S. health assistance and a Zambian commitment to invest US$975 million in new domestic health funding over five years.
The memorandum envisages a gradual transfer of responsibilities for health procurement, frontline personnel and service delivery toward Zambia’s institutions. The planned cooperation also covers electronic medical records, interoperable health data systems and infectious disease surveillance. The agreement therefore links external assistance to domestic budgeting, public sector capacity and health system administration.

IMF reaches staff level agreement with Niger on a new financing programme
IMF staff and Nigerien authorities reached a staff level agreement on October 8 covering the final review of Niger’s existing Extended Credit Facility programme and the policies supporting a proposed new 38 month arrangement. The new programme would provide access to SDR 150.02 million, equivalent to approximately US$203 million, subject to approval by the IMF Executive Board.
The IMF projects Niger’s economy to grow by 7.0% in 2026 and 6.7% in 2027, supported in part by agriculture and extractive activity. Programme priorities include fiscal capacity, debt sustainability, financial stability and private sector development. Higher oil revenue has supported external balances, while regional security pressures and transport costs remain risks.

United Kingdom introduces 38 new Russia related sanctions designations
The United Kingdom announced 38 new Russia related sanctions designations on October 8. The package covers two Russian oil companies, Zarubezhneft and INK Capital, as well as 12 additional shadow fleet tankers. It also targets intermediaries involved in financial transactions and suppliers of goods considered important to Russian military production.
The Foreign, Commonwealth & Development Office identified three cryptocurrency exchanges, two payment platforms and suppliers of machine tools, electronics and other high priority components among the targets. The measures extend UK restrictions beyond Russian companies to cross border transport, finance and supply chains. They are separate from the new U.S. Iran related vessel designations reported elsewhere in this edition.
