Five readings from the week

What the developments show together

01
Indonesia is extending mineral policy into price formation
The proposed exchange would bring nickel, tin, coal and gold into a domestic market intended to support an Indonesia Reference Price from January 2027.
02
Public support is protecting existing capacity as well as new projects
Chile retained earnings inside Codelco. Australia addressed the energy economics of Tomago. The United States widened federal credit for smaller businesses. Canada combined equity, debt and government backed demand around Matawinie.
03
Qualification is shaping the pace of midstream expansion
Neo is shipping qualification magnets. Arkansas lithium has entered LFP cell testing. Titan is moving graphite through customer trials. U.S. antimony has reached accepted deliveries.
04
Construction is exposing the full operating system around projects
Thacker Pass is now managing engineering, procurement, labour, tariffs and rerouted steel. Lumwana and Nova are converting plans into civil works, equipment movement and site logistics.
05
Formal compliance did not settle the Sogima restart
The company had addressed departmental requirements, yet relocation, household objections and coordination among public bodies still prevented a workable decision on resuming mining.
Weekly reading: mineral power appeared in balance sheets, electricity contracts, trading rules, geological data, product specifications and public decisions. Each influences whether production can begin or continue.
01

Strategic movement

Public capital and industrial continuity

Chile US$2.422B

Codelco retains all 2025 profits

The funds remain inside the company for operational continuity, projects and leverage management. The figure includes the accounting valuation of NovAndino Litio.

Australia A$2.5B

Tomago receives a ten year support package

New South Wales would contribute up to A$1.225 billion from 2029. Rio Tinto is expected to invest at least A$1.1 billion.

United States 90%

Federal credit reaches smaller mining businesses

The new guarantee exceeds the standard 75% level and covers eligible producers, contractors and support activities.

Canada C$427M + US$335M

Matawinie moves into construction

Equity, debt and a government take or pay framework covering 30,000 tonnes per year supported the final investment decision.

Reading Chile strengthened the balance sheet of a state producer. Australia addressed the electricity burden of an existing smelter. The United States reduced lender exposure for smaller businesses. Canada combined capital with a government buyer.
What follows Codelco’s capital allocation, the final Tomago conditions, lender participation under the new guarantee and construction discipline at Matawinie.

Strategic movement

Price, data and market access

Indonesia Jan 1, 2027

A domestic reference price

The exchange proposal covers nickel, tin, coal and gold and seeks a deeper, more transparent domestic market.

European Union 10 guides

CBAM moves into operating instructions

The Commission published general and sector guidance covering emissions calculation, verification, aluminium and steel.

Australia, Canada, United States 13,000 records

Shared mineral chemistry data

Limits on state mining levies

Parliament approved a framework allowing central restrictions on state taxes and other levies applied to mineral rights.

Reading Indonesia is attempting to shape price formation. Europe is defining the carbon information required for market access. Allied geological surveys are expanding the public knowledge available before investment. India is seeking greater fiscal consistency across levels of government.
What follows Exchange rules and liquidity, verified CBAM reporting, practical use of CMiO-MIN and the implementation of India’s new fiscal framework.
03

Commercial pathway

Qualification before commercial scale

Mineral supply becomes commercially relevant when customers can use the material repeatedly and at the required specification. Several projects moved closer to that point during the week.

Material / project
Stage
Position this week
What follows
Neo permanent magnets Estonia / Europe
Customer qualification
Qualification magnets are shipping for awarded automotive platforms. Two to three programmes are expected to enter commercial production during 2026.

Approximately 30 tonnes are being processed at ANSTO. The first bulk product sample is expected in late September.
Recovery data, engineering inputs, customer samples and completion of heap leach work by December 2026.
Reading These projects are reaching customers and industrial equipment before full scale investment. Commercial value will depend on repetition, specification and acceptance.
What follows Larger samples, recurring orders, customer approval, binding commercial terms and plants that perform at stated cost and quality.
04

Project and operating progress

Construction and operating maturity

Several developments are now measured in engineering, procurement, concrete, equipment, workforce and operating performance rather than future intention.

Asset / operation
Stage
Position this week

Reading Construction progress is bringing labour, logistics, tariffs, equipment and commissioning into the investment case. At operating sites, water resilience and process control remain part of supply.
What follows Updated capital estimates, equipment installation, commissioning, stable production and repeatable operating gains.
05

Legitimacy and public authority

The quality of the public decision remains part of production

The week included projects at different stages of public review. Together they show how environmental evidence, consultation, institutional coordination and territorial settlement shape the durability of mining decisions.

Project
Public stage
Position this week
What follows
Ampasindava Madagascar
Mining terms signed
The agreement formalises technical, financial, environmental and social commitments. A US$4.84 million DFC facility supports pilot, environmental and social work.
Environmental and social studies, stakeholder engagement, public consultation and the environmental permit.
Laver Sweden
Appeals rejected
The mining concession remains in place for an 849.5 million tonne resource. The decision does not authorise construction.
Environmental permit application, consultation, updated studies and a development plan capable of supporting investment.
Casino Canada
Assessment record
Geotechnical, permafrost and metallurgical work is deepening the technical record for the Yukon panel review.
Technical analysis, responses to information requests, design changes and subsequent permit applications.
Watercycle recovery plant England
Permit consultation
The Environment Agency opened review of hydrometallurgical recovery from black mass and lithium bearing waters.
Public comments by September 14, technical review and a formal environmental permit decision.
Sogima Mining South Africa
Restart unresolved
Departmental requirements had been addressed, but 46 of 106 households objected and relocation and government coordination remained unresolved.
The August 18 meeting, outstanding reports, clear public responsibilities and a workable decision on relocation and restart.
Reading A concession, a signed mining framework or completed formal requirements can move a project forward. None substitutes for a credible decision on environmental impacts, territory and public responsibility.
What follows Consultation outcomes, environmental decisions, clearly assigned public responsibilities and, in South Africa, a settlement on relocation and restart conditions.

Mining viability this week

The conditions around production

Finance, industrial continuity, market institutions, qualification, construction and public legitimacy all moved during the week. Their effects remain uneven across projects.

Capital
Expanded
Retained earnings, energy support, federal guarantees, strategic equity, debt and government demand were all active.
Existing capacity
Supported
Codelco and Tomago received public support aimed at preserving or recovering productive and industrial capacity.
Market institutions
Forming
Indonesia proposed a reference price, Europe operationalised CBAM guidance and allied surveys expanded shared geoscience data.
Product qualification
Advancing
Magnets, lithium, graphite, antimony and rare earth materials moved through customer, cell, delivery or pilot stages.
Construction
Active
Thacker Pass, Lumwana, Matawinie and Nova showed visible progress in engineering, procurement, civil works or equipment movement.
Public legitimacy
Uneven
Several projects advanced through formal review. Sogima remained unable to restart because relocation and public coordination were unresolved.
Durable supply
Incomplete
The week strengthened several conditions, but customer demand, industrial competitiveness, approvals and stable operations still need to hold together over time.
Weekly conclusion: capacity advanced through finance, data, qualification and construction. The legitimacy cases show why those gains remain connected to territory and public authority.
