The European Commission selected 46 new Strategic Projects from the second EU call under the Critical Raw Materials Act. Osisko Gold completed the previously announced US$30 million Trafigura affiliated equity investment for the Cariboo Gold Project. McEwen entered a definitive US$55 million agreement to sell its Fuller and Paymaster interests in Timmins. Trinity Silver reported that a court in Cuenca had rejected an interim request to suspend exploration at Silver 1 while the underlying constitutional action remains unresolved. The U.S. Permitting Dashboard recorded extensions to key Castle Mountain Phase 2 federal review milestones. Caledonia Mining reduced Blanket’s 2026 gold production guidance to 69,000 to 72,500 ounces after weaker third quarter output.

What happened

The European Commission announced on October 9 that it had selected 46 new Strategic Projects across 16 Member States under the Critical Raw Materials Act. The projects were selected from 102 applications received in the second EU call and cover 15 of the 17 strategic raw materials identified under the Act.

The portfolio includes eight extraction projects, 11 processing projects, 19 recycling projects and eight integrated projects. The Commission said the new list includes projects for lithium, nickel, cobalt, manganese, graphite, magnesium, tungsten and rare earth elements across battery, defence, aerospace and permanent magnet value chains.

Under the CRMA, Strategic Projects can benefit from coordinated permitting and support in accessing finance. The second list adds to the 47 EU projects selected in March 2025 and the 13 projects outside the EU selected in June 2025.

What happened

Osisko Gold announced on October 9 that it had closed the previously announced US$30 million strategic equity investment by Urion Investments Holdings, an affiliate of Trafigura Canada. Osisko issued 9,554,141 common shares at US$3.14 per share, representing gross proceeds of approximately US$30 million.

Osisko said the net proceeds will be used toward development of the Cariboo Gold Project in British Columbia, which is under construction. Negotiations continue on a potential gold prepayment facility of up to US$120 million.

This is a separate financing milestone from the US$600 million senior secured notes offering completed on September 30 and previously recorded in the Daily.

What happened

McEwen announced on October 9 that it and two wholly owned subsidiaries had entered into a definitive asset purchase and sale agreement with Dome Mine, a subsidiary of Discovery Mining, for the Fuller property, McEwen’s 60% interest in Paymaster and a surface rights parcel in Timmins, Ontario.

The total consideration is US$55 million, comprising US$5 million in cash and US$50 million in Discovery shares. McEwen said the transaction is intended to monetize non core assets while its Fox Complex development remains focused on Froome, Stock and Grey Fox.

The same release also reported receipt of US$13.5 million from the separate assignment of a pre existing McEwen Copper loan receivable to third party lenders.

Legal and regulatory process

Signal 03Regulatory Execution and ESG Outcomes

Ecuador · Silver · Court Rejects Request to Suspend Exploration

Azuay, EcuadorSilver and environmental authorizationInterim suspension request rejected

What happened

Trinity Silver reported on October 9 that a court in Cuenca had rejected an application to suspend exploration at the Silver 1 project pending resolution of a constitutional action challenging the project’s environmental authorization on consultation related grounds.

The court decision addressed only the request for temporary measures and did not determine the merits of the constitutional action. Trinity said the underlying proceeding remains before the court, with a hearing scheduled for October 15.

The company also reported a separate preliminary criminal investigation initiated by the Prosecutor’s Office in Sígsig following a complaint concerning alleged false or concealed environmental information associated with the authorization.

05

Federal permitting timetable

Signal 03Regulatory Execution and ESG Outcomes

United States · Gold / Silver · Castle Mountain Federal Permitting Timetable Extended

California, United StatesGold, silver and mine expansionFederal milestones extended

What happened

On October 9, the U.S. Federal Permitting Dashboard recorded approval of a Bureau of Land Management request to extend several federal review milestones for the Castle Mountain Mine Phase 2 Project in California. The dashboard states that issues identified in the Section 106 review require additional consultation before the Final Environmental Impact Statement and Record of Decision can proceed.

The current target for the Final Environmental Impact Statement and Record of Decision is February 26, 2027. The Plan of Operations final decision is also targeted for February 26, while the right of way authorization is targeted for March 30, 2027.

Castle Mountain Phase 2 proposes a major expansion of the existing gold and silver operation, including additional mine disturbance and new water and power infrastructure.

06

Operating guidance

Signal 01Structural Demand and Supply Alignment

Zimbabwe · Gold · Blanket 2026 Production Guidance Reduced

ZimbabweGold production and operating performance2026 guidance revised

What happened

Caledonia Mining announced on October 9 that Blanket Mine produced 17,030 ounces of gold in the third quarter of 2026, compared with 19,106 ounces in the same quarter of 2025. Nine month production was 49,158 ounces.

The company reduced 2026 Blanket production guidance to 69,000 to 72,500 ounces from 72,000 to 76,500 ounces. Caledonia attributed the weaker quarter principally to insufficient compressed air capacity in deeper high grade mining areas and the temporary retention of approximately 1,100 ounces of gold in the metallurgical plant.

On mine cost guidance was raised to US$1,700 to US$1,900 per ounce sold and all in sustaining cost guidance to US$2,650 to US$2,850 per ounce sold. Group capital expenditure guidance was reduced to US$94.3 million from US$103.3 million, primarily because some expenditure is now expected in 2027.
