Canada is linking clean power, transmission, roads, rail, port capacity, permitting and Indigenous partnership across the Labrador Trough, while five further developments reshape planning, finance, offshore leasing, concentrate logistics and mining legitimacy.

What happened

On August 17, Canada referred the Labrador Trough Clean Power, Critical Minerals and Infrastructure Corridor to the Major Projects Office. The MPO will coordinate and structure federal financing, accelerate permitting requirements and work with Indigenous Peoples to build partnerships around the corridor.

The federal government also identified four predevelopment projects for support through the First and Last Mile Fund: transmission needed to connect western Labrador mining operations to the grid; transport and energy feasibility work for the Kami iron project; road and power connections for Focus Graphite’s Lac Knife project; and expanded mineral handling and rail capacity at Pointe Noire.

The corridor announcement was made alongside a separate C$10 billion federal financing commitment for Churchill Falls upgrades, Gull Island, a Labrador wind project and associated transmission. Those funds are not presented as the corridor’s budget, but the power build out forms part of the wider energy context in which Labrador mineral projects may be developed and electrified.

The strategic shift is from supporting isolated mines to organising the enabling system around a mineral region. England gives substantial weight to critical mineral development in its new planning framework

What happened

England published a new National Planning Policy Framework on August 17, with the new policies applying from the same date. Under policy M3, decision makers should give substantial weight to the benefits of mineral extraction and processing, including their economic contribution.

The policy gives particular importance to facilitating the exploration, extraction or processing of critical and growth minerals that support green energy, net zero, national security and key sectors in the Industrial Strategy. Policy M2 also requires plans to safeguard mineral resources and sites used for bulk transport, handling and processing.

The framework does not create automatic approval. Policy M4 continues to require that mineral development avoid unacceptable impacts on the natural and historic environment, human health and aviation safety, and that noise, dust, particle emissions and blasting effects are controlled.

Signal reading

Critical minerals have moved from strategic-policy language into the national rules used to prepare plans and assess development proposals. The change affects the weight given to mineral benefits, while preserving an explicit test of environmental and community impacts. Its importance will be determined by how consistently planning authorities apply the new balance in real projects.

U.S. EXIM considers up to US$375 million for Chilean cobalt and copper

Chile & United States Project finance & allied supply Non binding letter of interest

What happened

Chilean Cobalt reported a new non-binding letter of interest from the U.S. Export-Import Bank for a potential debt package of up to US$375 million, with a tenor of up to 15 years, for the La Cobaltera / El Cofre cobalt-copper project in northern Chile.

The new letter replaces an expired US$317.4 million letter after the company updated its development plan. The potential financing is being considered under EXIM’s China and Transformational Exports Program and could support a supply chain linking Chilean production with U.S. processing, offtake and end use markets.

Depending on eligibility and the share of output committed to U.S. customers, financing may potentially cover up to 100% of eligible project capital expenditure. The company intends to submit its formal application and supporting materials during 2027. The letter is not a financing commitment and remains subject to due diligence, underwriting and program requirements.

Signal reading

The financing concept links public credit support to the destination of future mineral output. It is not simply capital for a project in Chile: the proposed structure is intended to create an Americas-based cobalt and copper chain connected to downstream capacity in the United States. The financial gap will close only if technical evidence, offtake and EXIM’s conditions converge in a definitive commitment.

BOEM advances a proposed offshore critical minerals lease sale in the Northern Mariana Islands

Northern Mariana Islands Offshore minerals & leasing Proposed Leasing Notice

What happened

On August 17, the U.S. Bureau of Ocean Energy Management announced the availability of a Proposed Leasing Notice for a potential Outer Continental Shelf mineral lease sale offshore the Commonwealth of the Northern Mariana Islands later in 2026.

The notice sets out blocks under consideration, proposed terms and conditions, information for potential lessees and lease stipulations. If the process proceeds, BOEM must publish a final Leasing Notice at least 30 days before the competitive sale.

BOEM’s environmental assessment covers leasing and preliminary activities used to characterise the environment. It is not approval to mine. Any future extraction would require a separate delineation, testing or mining plan and an additional environmental review.

Signal reading

The United States is building the legal and commercial architecture through which future Pacific seabed mineral access could be allocated. The development is significant because lease terms, environmental stipulations and bidder requirements establish control before a resource becomes a mine. The supply implications remain distant and uncertain.

Selkirk Copper and Skagway test a cross border concentrate route for Minto

Yukon & Alaska Copper logistics & port access Scoping study commenced

What happened

Selkirk Copper and the Municipality of Skagway began a scoping study to evaluate options for shipping critical mineral concentrates through the Port of Skagway in a safe, environmentally responsible and sustainable manner. Selkirk Copper will provide up to US$200,000 for the work.

KPFF Consulting Engineers is conducting the study, which is expected to be completed in September 2026. The work will assess a shipping methodology that meets the future needs of the Minto copper, gold, silver restart and the operational and community requirements of Skagway.

The route links Yukon mineral production with North America’s northernmost ice free deep water port. Selkirk First Nation indirectly holds the controlling equity stake in Selkirk Copper, while the municipality is evaluating how concentrate handling can coexist with tourism, commerce and local economic diversification.

Signal reading

A mineral resource does not become reliable supply until it has a viable route to market. Here, logistics are being designed alongside municipal requirements and First Nation ownership rather than after a restart plan is complete. The study is small in financial terms, but it addresses a decisive conversion point between mine output and global customers.

Peru reports mining linked conflicts at 64.9% of socioenvironmental cases

What happened

Peru’s Ombudsman reported 191 social conflicts in July 2026, including 150 active and 41 latent cases. Socioenvironmental conflicts remained the largest category, with 94 cases, or 49.2% of the total. Mining related cases represented 64.9% of that category.

In Apurímac, authorities established a working group around impacts from more than 200 heavy mineral trucks travelling each day through community roads in Mariscal Gamarra, where road deterioration and environmental effects have generated conflict.

In El Cenepa, organisations and the Antiguo Kamam community renewed opposition to mining in the Cordillera del Cóndor because of concerns about rivers and protected ecosystems. Across the country, 88 active conflicts were in dialogue, while 18 were escalating.

Signal reading

The data shows that mining legitimacy is shaped by systems beyond the mine fence. Haulage, road deterioration, water, ecosystems, territorial authority and the credibility of dialogue processes can determine whether mineral activity remains socially and institutionally viable. The scale of mining’s share in socioenvironmental conflict makes this a structural issue rather than a collection of isolated disputes.

What today’s evidence tells us

Today’s evidence shows mineral power being built through six enabling systems. Canada is coordinating electricity, transport, financing, approvals and Indigenous partnership at corridor scale. England has changed the national planning weight given to critical minerals. U.S. public finance is linking a Chilean project to downstream supply chain conditions, while BOEM is creating a possible leasing route for Pacific seabed resources. Selkirk Copper and Skagway are designing the logistics between mine output and market access. Peru’s conflict data shows that none of this infrastructure is durable without territorial legitimacy. The common test is conversion: corridors into constructed links, policy into decisions, letters of interest into committed capital, leases into responsible projects, logistics into market access and dialogue into workable operating conditions.
