Canada’s Labrador Critical Minerals Corridor:
Building Capacity Beyond the Mine
Canada referred the Labrador Trough Clean Power, Critical Minerals
and Infrastructure Corridor to the Major Projects Office, bringing
power, transmission, roads, rail, port capacity, permitting and
Indigenous partnership into a single regional framework. During the
same week, NOAA opened review of the first commercial deep seabed
mining application, copper generated US$18 billion of BHP earnings,
the United States selected seven projects for US$500 million and
Greenland approved the transfer of the Sarfartoq rare earth licence.

Cover Story · Canada
MPO
Corridor referred for federal coordination
Canada is treating clean power, transmission, roads, rail,
port capacity, permitting and Indigenous partnership as one
mineral development system across the Labrador Trough.
Regional enabling system
Power and transmission
Regional electrification and grid connection are being treated as part of mineral delivery.
Roads, rail and port capacity
Transport and mineral handling are being organised beyond individual mine sites.
Major Projects Office
Federal coordination will structure financing, accelerate permitting and support project alignment.
Indigenous partnership
Partnership is part of the corridor architecture, not a separate step after project design.
Current position
Canada has moved from supporting isolated projects toward organising the enabling system around a mineral region. Delivery now depends on financing structures, permitting milestones, infrastructure build out and Indigenous partnership arrangements.

NOAA opened public review of a commercial recovery application.
BOEM advanced a possible competitive lease sale in the
Northern Mariana Islands. Both processes remain subject
to further technical, environmental and public decisions.
02
Corridors were organised as enabling systems
Labrador brought transmission, roads, rail, port capacity,
finance, permitting and Indigenous partnership into one
regional pathway. SADC and the Minto to Skagway route
placed similar attention on power and logistics.
03
Copper directed political and corporate capital
Zambia extended the administration responsible for its
three million tonne copper strategy. Copper generated
54% of BHP Group EBITDA and will receive more than half
of the company’s expected medium term growth capital.
04
Finance and agreements moved closer to industrial assets
Public awards, strategic equity, bank finance, equipment
orders and binding supply contracts advanced cobalt,
rare earth, lithium, copper, zinc, silver and gold projects.
Several facilities are now measured through concrete,
installed equipment, feedstock and commissioning dates.
05
Territorial authority and safety remained decisive
Minnesota paused nonferrous permitting in the Boundary Waters
headwaters. Peru reported persistent mining conflicts alongside
record fiscal transfers. Colombia recorded thirteen deaths
in a collapse linked preliminarily to illicit extraction.
Weekly reading:
access to minerals was shaped through public reviews,
corridor offices, elections, lending decisions, contracts,
construction and territorial authority. These institutions
influence which projects can advance and the conditions
under which production can continue.
01
Mineral rights and new frontiers
Public authority opened, transferred
and paused mineral access
NOAA · United StatesCommercial review
First commercial recovery application
The filing is now inside public, technical,
environmental and legal review. The hearing is
scheduled for October 13 and comments close October 19.
BOEM · U.S. PacificProposed lease sale
Northern Mariana offshore minerals
BOEM published proposed terms for a possible
competitive sale later in 2026. Any future extraction
would require a separate plan and environmental review.
Greenland · SarfartoqTransfer approved
Rare earth ownership pathway advances
Government approval satisfies one closing condition
for the proposed acquisition. The transaction and
renewed project development remain incomplete.
Minnesota · Boundary WatersPermitting paused
Territorial restriction enters administration
State agencies were directed to halt nonferrous review
and permitting in the watershed while litigation
and related rulemaking continue.
Brazil Potash also reported that the Supreme Federal Court
rejected a petition seeking to halt activities at Autazes.
Earlier approvals remain in place, while licensing compliance,
community engagement and project finance continue.
Reading
The week produced four distinct exercises of public authority:
commercial review, proposed leasing, approval of a licence transfer
and a territorial pause on permitting.
What follows
The NOAA public record, BOEM’s final leasing decision,
completion of the Sarfartoq transaction, Minnesota litigation
and the continued legal and community pathway at Autazes.

featured in active cases.
Results from dialogue, mitigation of road impacts
and evidence that escalating cases move toward
durable agreements.
Policarpa collapse
Colombia
13 deaths, 7 injuries

Autazes potash
Brazil
Immediate challenge rejected
The Supreme Federal Court decision left
earlier approvals in place. The ruling does
not create a new environmental licence.
Continued licensing compliance,
legal continuity, community engagement,
finance and construction milestones.

show different forms of public authority over access.
Corridor systems
Organising
Labrador, SADC and Skagway are connecting
power, logistics, finance, planning and partnership.
Political continuity
Extended
Zambia retained the administration responsible
for its copper production and local content agenda.

Electra, Ucore, Yitirrti, Elevra and Mangrove
moved through construction, qualification,
equipment and binding supply stages.
Safety and legitimacy
Uneven
Ghana advanced local value and traceability,
while Peru and Colombia showed persistent
conflict and severe safety consequences.
Territorial value
