Leaders of more than ten EU member states met in Rovaniemi on September 13 and 14 for the European Arctic Summit and issued a joint statement calling for a stronger European role in the Arctic. Finland’s official account said the participants treated the region as strategically important to the security of Europe as a whole.

Prime Minister Petteri Orpo said the discussion extended beyond military security to economic security, critical minerals, energy, infrastructure and logistics, trade routes, security of supply, climate change and sustainable development. The summit also included a visit to the Lapland Air Wing.

Finland joins France’s Forward Deterrence initiative and plans Nuclear Steering Group

France and Finland announced on September 14 that Finland would join France’s Forward Deterrence initiative, a bilateral cooperation framework linked to the European dimension of French nuclear deterrence.

The joint statement said the arrangement was intended to strengthen bilateral cooperation, create opportunities for strategic signalling and support escalation management below the nuclear threshold. A Nuclear Steering Group is to be established in the coming months to begin implementation.

Bell and Saskatchewan announce more than $50 billion AI infrastructure expansion

The Government of Saskatchewan and Bell Canada announced on September 14 a major expansion of Bell’s AI data-centre project in the province, bringing estimated capital investment to more than $50 billion and establishing the headquarters of Bell AI Fabric in the Regina area.

The plan retains 300 MW of grid power and adds a phased pathway for up to 900 MW of additional capacity supplied under Saskatchewan’s Bring Your Own Power principle, creating a potential 1.2 GW AI infrastructure hub. The province presented the project as part of a national data-sovereignty strategy based on Canadian ownership, Canadian headquarters and domestic data control.

France and Iraq set defence, energy and connectivity roadmap in joint declaration

France and Iraq issued a joint declaration on September 14 following Prime Minister Ali Al-Zaydi’s official visit to France. The two governments linked regional stability to sovereignty, maritime security, energy transport, diversified export routes and stronger connectivity between Iraq and Europe.

The declaration recorded a strategic roadmap for future Iraqi defence acquisitions from French companies, a letter of intent on autonomous air-defence systems, discussions between Iraq and TotalEnergies on large-scale energy projects, an AFD financing letter of intent and aviation-cooperation measures. The two sides also reaffirmed support for freedom of navigation in the Strait of Hormuz.

UK and U.S. convene Global Fusion Policy Summit and set international cooperation priorities

The United Kingdom and United States convened the Global Fusion Policy Summit in London on September 14 with high-level participation from Canada, France, Germany, Italy, Japan, South Korea and Finland. The summit produced a joint statement on international cooperation around fusion commercialisation.

The governments identified regulatory harmonisation, standards, public-private collaboration, insurance and AI as shared priorities. UK and U.S. institutions also announced a supercomputing partnership linking advanced AI and fusion platforms, alongside closer cooperation on fusion regulation.

Finland and South Korea sign defence materiel quality-assurance MoU

Finland and South Korea signed a Memorandum of Understanding on September 14 establishing a common approach to quality assurance for defence products by their respective defence administrations.

Finland’s Ministry of Defence said the framework grew out of Finland’s procurement of South Korean K9 armoured howitzers and would create opportunities for deeper procurement cooperation while supporting quality assurance in defence technology development.
