NATO said on September 19 that the 32 Allied Chiefs of Defence, together with the Alliance’s two Strategic Commanders, used the Military Committee Conference in Copenhagen to address implementation of decisions from the Ankara Summit, collective deterrence and defence, innovation and technology, and support for Ukraine.

NATO’s account said the discussions focused on moving from budget commitments toward delivering military capabilities, accelerating readiness and multi-domain operations, and signalling to defence industry that Allies intend to buy at scale. Allied nations also elected General Carsten Breuer, Germany’s Chief of Defence, as the next Chair of the NATO Military Committee. He is due to assume the post in summer 2027 for a three-year mandate.

Singapore warns of further Middle East fuel disruption while advancing economic framework with Canada

In a September 19 interview in Ottawa, Singapore Foreign Minister Vivian Balakrishnan said the closure of the Strait of Hormuz had impeded Qatari LNG exports to Singapore. He said Singapore’s diversified supply sources had allowed it to manage the disruption, while warning that further fuel-supply disruption from the Middle East remained a concern, including because of problems around the Bab al-Mandab.

Balakrishnan also said Singapore was looking at Canada as a potential source of energy and food and was exploring more formal arrangements for trade in essential supplies, alongside cooperation in artificial intelligence and the digital economy. He referred to the Canada-Singapore Economic Partnership Framework announced through a joint statement signed the previous day and said additional agreements could be ready for signature within the following two to three months.

Ukraine details Carpathian C8 investment platform around energy, infrastructure and reconstruction

Ukraine’s Cabinet of Ministers said on September 19 that more than 50 investment and trade projects from the Carpathian Eight countries were being presented through the Carpathian Economic Forum, with a combined value above €1 billion across oil and gas, energy, infrastructure and culture.

Prime Minister Sergii Koretskyi said the framework was intended to deepen trade and mutual investment, attract international capital through joint regional investment platforms and involve the C8 in Ukraine’s reconstruction. The government also linked the initiative to a proposed EU macro-regional strategy for the Carpathians. The C8 grouping comprises Ukraine, Poland, Slovakia, Hungary, Romania, Czechia, Austria and Serbia.

Oman and Angola record five agreements, eight MoUs and an executive programme after state visit

Oman’s Foreign Ministry published a September 19 summary stating that Oman and Angola had signed five agreements, eight memoranda of understanding and an executive programme during Sultan Haitham bin Tarik’s state visit to Angola. The ministry’s official reporting on the visit identified cooperation areas including industry, mining, energy and clean energy, ports, maritime and air transport, logistics, agriculture, food security and fisheries.

The signing ceremony itself took place on September 18. The September 19 ministry record consolidated the package as an outcome of the state visit and placed it within a broader effort to expand political, economic and investment ties between the two countries.

UNOWAS concludes Mauritania mission focused on dialogue, Sahel stability and refugee resilience

Leonardo Santos Simão, the UN Secretary-General’s Special Representative for West Africa and the Sahel, concluded a mission to Mauritania on September 19 after meetings with Foreign Minister Mohamed Salem Ould Merzoug, the coordinator of the national dialogue, representatives of the ruling majority and opposition, diplomats and the UN Country Team. UNOWAS said the discussions covered political and security developments in Mauritania and the wider Sahel, including implications for regional cooperation.

Simão also visited Hodh El Chargui, including Néma, Bassiknou and the Mbera refugee camp, where he met local authorities, refugees, host communities and humanitarian and development partners. UNOWAS said the mission examined resilience, livelihoods, education, economic inclusion and access to energy alongside security and dialogue.

Brunei calls restoration of safe Strait of Hormuz navigation an urgent priority

Brunei Darussalam’s foreign ministry issued a September 19 statement expressing concern over reports of an attempted drone attack near Makkah on September 15 and declaring solidarity with Saudi Arabia. The statement called for protection of civilians and civilian infrastructure and for respect for sovereignty, territorial integrity and international law.

Brunei also stressed freedom of navigation and described restoration of safe passage through the Strait of Hormuz as an urgent priority. The ministry linked safe and unimpeded navigation to international trade, energy security and global supply chains and called for dialogue and diplomacy to support regional peace.
